EGF City Manger deceived Bismarck Tribune about public records to obfuscate case involving child pornography - cover up rapidly falling apart

David Murphy, the city manager for the City of East Grand Forks is being exposed for blatantly deceiving the national community about public records on a matter of great importance - a practice of deception he engaged in again today. .

Murphy's behavior is important because the public records at the center of controversy lead to facts and hidden evidence regarding child pornography of a missing child from Florida named HaLeigh Cummings.

On August 19, 2018 the Bismarck Tribune reported “Mr. [Timothy Charles] Holmseth, in my opinion, wastes a lot of the city’s time and energy in sending in Freedom of Information requests and calls,” Murphy said, adding Holmseth uses a lot of the city’s records to support “baseless accusations” against city officials and police. “Quite frankly, I find it disgusting because these are hard-working state officers,” Murphy said. “To have someone baselessly accusing them of being child sex traffickers is sick.”

Today, Holmseth submitted a records request to the City of EGF for chain of custody records regarding his computer which was seized by the East Grand Forks Police on December 14, 2012 and held until April 26, 2013. Murphy responded to Holmseth by email a short time later. "I have received your request for the chain of custody of your computer starting December 14th, 2012.  You have already been provided with all the documentation and information the City has regarding the chain of custody," Murphy said.

Murphy practice of deception is revealed by the truth which is found in a letter to Holmseth by Michael Hedlund, chief of police, EGF (seen below).

Holmseth never received ANY records regarding the whereabouts of his computer and all his property while it was held in the custody of the police for four months because NO records were kept (or alternatively the records vanished after nothing illegal was found on Holmseth's computer). "In this situation neither or Department nor the Polk County Sheriff's Office completed a chain of custody form so unfortunately I don not have any additional documents to provide you," Hedlund said.

However...

Ronald Galstad, the city attorney for East Grand Forks addressed the issue of chain of custody regarding Holmseth's computer during a court hearing on January 4, 2013 when Galstad told the district judge he was working with the Minnesota Bureau of Criminal Apprehension (BCA) to have a forensic examination of the compter. “I’ve just been notified that the BCA, before they’ll do a forensic search of that computer, wants either an order of this Court or a search warrant that says that they can - -  we got the original search warrant, but for whatever reason the BCA wants something that says that they can actually search that hard-drive. So I am going to be either, one, asking - - or requesting an additional warrant for forensic search of that computer hard-drive or the Court can make that Order as they see fit, but I am going to be doing that,” Galstad said.

Galstad's mention of the BCA made sense because when Holmseth's property was eventually returned it was covered with BCA evidence stickers.

One problem - Holmseth contacted the BCA and asked for chain of custody records and Drew Evans, superintendant, BCA, said they had absolutely no knowledge of the situation or seized property and had never given anyone permission to attach BCA evidence stickers to Holmseth's property.

 

Holmseth has evidence the police were told about child rape pornography of HaLeigh Cummings, 5, and erroroneously believed the photos had been mailed to Holmseth during his journalistic investigation into the child's kidnapping.

The reason Murphy, Galstad, and other officers are continuosly lying about what they were searching for is because they learned aout the kiddy porn from the people that produced it.
